Here is a unique opportunity to work in a challenging and dynamic fire and aviation program that provides helicopter services to Gates of the Arctic National Park & Preserve, Yukon-Charley Rivers National Preserve, and Wrangell-St. Elias National Park and Preserve for approximately 24 million acres. The Assistant Helicopter Program Manager of the Alaska Eastern Area Fire Management program is primarily responsible for daily operations of the Fire Exclusive-use helicopter under the direction of the Helicopter Program Manager. Duties include wildfire initial attack, extended attack, fuels management, fire ecology, other all-risk incidents including search and rescue, resource helicopter operations, contract administration, and record keeping. The exclusive use helicopter program may also provide the same services for other national parks and interagency operations and support cooperative work with other federal, state, and local authorities. The wide variety of helicopter operations managed by the incumbent requires flexibility and the skill to balance competing priorities. Ensures all Bureaus, Department, FAA, NTSB, and OSHA safety regulations and policy are strictly enforced for helicopter, suppression and project activities. As necessary serves as the alternate or primary Contracting Officer's Representative (COR) and Project Inspector (PI). Responsible for acquisition, inventory, monitoring and maintenance of helicopter support vehicles, manages permanent and temporary helibases, equipment and accessories, aerial ignition equipment, personal protective equipment, etc. The incumbent provides technical expertise for helicopter operations, instructs fire and aviation related courses as qualified, and performs other duties as assigned. Assists in develop of programmatic aviation plans, project aviation safety plans, and other fire and aviation planning documents. The applicant must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:
1. Maximum Entry Age (MEA):
This position is covered under special firefighter retirement provisions. Applicants for this position must not have reached their 37th birthday upon appointment. An exception is allowed if there is prior federal service in a covered law enforcement or firefighter position and the prior service is sufficient to permit retirement on, or before, the mandatory retirement age for these types of positions OR if you are a veteran with preference. 2. Wildland Firefighting
Experience:
Candidates must possess a minimum of 90-days of wildland firefighting experience, gained through fire line work in containment, control, suppression or use of wildland fire. Wildland fire is defined as any non-structure fire that occurs in the wildland. The three types of wildland fire are wildfire, wildland fire use, and prescribed fire. Wildfire is defined as an unplanned, unwanted wildland fire, including unauthorized human-caused fires, escaped wildland fire use events, escaped prescribed fire projects, and all other wildland fires where the objective of the firefighter is to put the fire out. Wildland fire use is described as the application of the appropriate management response to naturally ignited wildland fires to accomplish specific resource management objectives in predefined designated areas outlined in Fire Management Plans. Prescribed Fire is defined as any fire ignited by management actions to meet specific objectives. A written, approved prescribed fire plan must exist, and the National Environmental Protection Act (NEPA) requirements (where applicable) must be met, prior to ignition. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered. 3. NWCG Training:
Candidates must possess the NWCG qualification of Helicopter Manager (HMGB, previously HCWN, HELB or HEMG)-AND- Incident Commander Type 4 (ICT4) successfully completed ICS-200, S-215, S-219 (formerly S-234), S-260 and S270 training. Note:
You must include a copy of your IQCS Master Record or other equivalent documentation which verifies you meet this required NWCG qualification. Selectees for IFPM positions requiring currency will be required to obtain and maintain currency for the NWCG qualifications listed above. This is a Secondary/Administrative Firefighter position. This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE:
Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must:
1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience includes:
(1) performing wildland fire operations, and at least one of the following wildland fire-fighting functions:
Initial attack and Fire-line Suppression Operations; Prescribed Fire Operations; Helitack Operations; Wildland Fire Engine Operations; and (2) leading others in any two of the following functions:
initial attack and suppression hand-crew operations; prescribed fire operations; wildland fire engine crew operations; helitack fire crew operations; providing on-the-job training and conducting daily crew briefings, safety sessions, and/or other basic wildland fire training. NOTE:
