Summary:
The UAF Environmental Support Services unit will provide developmental planning and environmental services to Fort Wainwright in accordance with the recently signed Intergovernmental Support Agreement (IGSA).
One of the required services in accordance with the agreement is a dedicated full-time GIS professional to provide a broad range of GIS products.
Duties:
1-50 Spatial Analysis/Project Management:
Designs, develops, and implements systems and databases to access and store geospatial data.
Design digital maps using geospatial data and analyze spatial and non-spatial information.
Create maps for internal use or to create mobile and online applications, analyze data, share and collaborate.
Essential 20 Policy Procedures and Compliance:
Support the Environmental Community Partnership in establishing and maintaining a central GIS geodatabase on the Army's government network and maintain strict data protocols in accordance with Army Regulation and Installation Geospatial Information & Services (IGI&S) Program and Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) standards.
Essential 20 Program Management:
Ensure GIS program integration with the Army, Fort Wainwright, Environmental Division, Department of Public Works, and UAF regulations/policies.
Ensure GIS personnel are properly trained and continually assess, manage, update GIS support requirements.
Participate in working groups, meetings, updates as needed.
Assist with developing, implementing, and enforcing procedures and work flow for all environmental spatial data for all U.
S.
Army Bases covered by the project Essential 3-10 Other duties as assigned.
Essential Knowledge, Skills, Abilities:
Excellent verbal and technical writing communication skills Ability to work independently and in small teams Demonstrated advanced analytical problem solving, troubleshooting, and critical thinking skills Technical knowledge of spatial analysis methodology, analysis, and applications Experience with spatial analysis and using ArcGIS and associated apps Data organizational skills, including basic capabilities to navigate and manage data flows on Windows and Linux systems Preferred Experience & Education:
3-5 years of experience working in information technology, computer science, geography, physical science/natural sciences, environmental sciences, natural resource management, conservation, geography, cartography, or another related field Strong written verbal communication skills Scientific field work in austere/remote environments Ability to use Google suite of tools and Microsoft software Ability to develop a working relationship with the University of Alaska Fairbanks Demonstrated experience working in the DoD/U.

Army environment Experience in managing cultural and natural resource survey data with GIS Experience with cultural and/or natural resource management on military lands Working knowledge of cultural and/or natural resource-related regulatory policy Experience with Department of Defense GIS data models and standards (e.

Air Force Spatial Data Standards for Facilities, Infrastructure, and Environment SDSFIE ; Federal Geographic Data Committee's FGDC Content Standard for Digital Spatial Metadata CSDGM ) Experience in conducting scientific field work is preferred Required Experience & Education:
Bachelor's Degree in Information Technology, Computer Science, Geographic Information Systems, Geography, physical/natural sciences, environmental sciences or closely related field that required equivalent coursework in geographic information systems, plus three to five years progressively responsible experience, or equivalent combination of education, training, and experience Expertise in ArcGIS (ArcMap 10.
x and ArcPro 2.
x), Survey123, and ArcGIS Online Expertise in managing complex ArcGIS geodatabases; including feature class development, relationship classes, and completion of metadata Experience preparing end-user documentation (how-to guides, standard operating procedures, etc.
) Proficiency in Microsoft 365 Office apps and cloud services (Teams, SharePoint, OneDrive, etc.
