00 PM AK BASIC FUNCTION:
The Strategic Projects Coordinator- Economic Development is appointed by and serves at the pleasure of the Mayor.
The Strategic Projects Coordinator provides advanced, independent, self-directed technical support to the Borough Mayor.
Provide economic development oversight and coordination and manage special projects and grants.
Act as Mayor's representative on boards and commissions as directed.
Provide overall planning and coordination for complex projects and activities; assist with legislative actions.
Ensure tasks and projects successfully meet the timelines, objectives, and expectations of the Borough.
TYPICAL DUTIES:
1.
Respond to requests for information made by other government agencies or officials on behalf of the Borough Mayor.
Handles a variety of complex constituent issues.
2.
Assist the Mayor in public relations, policy, administration, representation, and decision making.
3.
Serves as lead on economic development activities and programs.
Provides economic development leadership and staff support to the Economic Development Commission, to include all administrative aspects including purchasing, record keeping, and budget development and management.
4.
Attends board and commission meetings at various times of the day/evening to include providing training and expertise to those serving on parliamentary procedures and the roles and responsibilities.
5.
Prepares economic development ordinances and policy statements to include establishing processes for implementation.
Develop, maintain, implement and update the regional economic development plan (CEDS).
6.
In conjunction with the Mayor and Assembly, develops and analyzes legislation and policy initiatives with the State and Federal governments.
7.
Coordinates and implements projects/actions that involve multiple agencies both within and outside the borough.
8.
Acts as project manager for various consulting projects.
Monitors and coordinates the work of consultants, coordinate communication among consultants, management, and staff.
Negotiates and manages grants from drafting scope to project close outs.
9.
Responsible for originating and developing ordinances and policy statements to include establishing processes for implementation.
10.
Develops and prioritizes projects by identifying key tasks and milestones, ensuring completion dates are met, and facilitating public input.
Formulates and implements processes to meet key deadlines on a project basis.
11.
Responsible for marketing pertinent Borough issues to include creation of appropriate advertising.
Direct and /or produce the design, content, and/or printing of various media presentations including computer graphics, slide and camera-ready print materials, and visual media.
12.
Represents the Borough at meetings and hearings as appropriate.
Meets at various locations on short notice and/or during non-duty hours.
MINIMUM
Qualifications:
1.
High School Diploma or equivalent.
Bachelor's degree in Public Administration, Business Administration or related field is preferred.
2.
Demonstrated experience overseeing strategic organizational and community programs or tasks that require discretion and sensitivity to political demands and realities.
3.
Ability to have and maintain a valid driver's license and to meet insurance standards and maintain insurability under the Borough's insurance program.
If personal automobile is used for Borough business, proof of insurance at statutory limits must be provided.
(A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST) 4.
Experience and understanding of Roberts Rule of Order.
5.
Experience operating a personal computer for a variety of computer programs (MS Word, Excel, and PowerPoint required).
KNOWLEDGE, SKILLS, AND ABILITIES 1.
Knowledge of government relations, economic development, business principles and techniques.
Ability to provide leadership and guidance to commissions, boards, and other groups.
2.
Demonstrated leadership, problem solving, and decision-making skills.
Must possess excellent analytical skills.
Ability to use independent judgment in applying guidelines to varied situations.
3.
Demonstrated project, contract and budget management experience.
4.
Ability to be creative with production ad copy, print, and media.
5.
Excellent verbal and written communication skills; must have the ability to analyze complex and complicated processes, problem solve and facilitate consensus in group functions.
Demonstrated ability to prepare and present accurate and concise oral and written reports.
6.
Must be able to establish and maintain effective working relationships with Borough staff and to deal effectively with the general public, Assembly, outside entities, professional colleagues, and other state and local government agencies to include non-profit and the private sector.
7.
Prefer knowledge of state and federal budgets, grant administration, borough codes, and legislation process to include strong financial interpretive skills.
8.
Ability to work effectively in a high production environment with numerous complex tasks in various stages of completion.
