Summary:
The UAF Environmental Support Services unit will provide developmental planning and environmental services to Fort Wainwright in accordance with the recently signed Intergovernmental Support Agreement (IGSA).
One of the required services in accordance with the agreement is a dedicated full-time professional to conduct tank inspection operations and to ensure all required activities and sources are properly permitted and in compliance with applicable regulations.
The Tank Inspector will be the subject matter expert for the team and provide knowledge in areas of tank services.
This person will assist in the development of plans and tasks to ensure compliance in support of Ft.
Wainwright and support filed work as needed.
Duties:
1-50Policy Procedures and Compliance:
The Tank Inspector will examine tanks that store hazardous materials either above ground or underground to ensure they are safe.
As a Tank Inspector, they will be responsible for visually inspecting storage tanks and reporting their findings to the tank owner or the relevant authorities.
In some positions, they may offer advice about how to safely maintain the integrity of the tanks or ensure that the storage vessels meet all safety and environmental regulations, such as those set out by the Environmental Protection Agency (EPA).
Essential 25Record Maintenance:
The Tank Inspector will review and maintain monthly inspection reports for Bulk Storage Containers (BSC; including ASTs, non-regulated USTs, portable containers, mobile refuelers, oil-filled operational equipment).
Maintenance of records for all storage tank system assessments conducted and ensure that records documenting tank information are maintained IAW all applicable regulations and standards.
Any change of service, movement, removal or additions shall be tracked and records shall be maintained of these actions.
The records will be prepared, maintained and/or updated IAW 40 CFR 280, 40 CFR 112, the Fort Wainwright's SPCCP and STMP.
Essential 25Spill Prevention and Response & AMP; Training:
The Tank Inspector will assist Spills Coordinator with response to spills.
The Tank Inspector shall develop, coordinate, and provide oil spill preparedness and response training, as well as training for oil handling personnel required under 40 CFR Part 112.
The Tank Inspector will ensure the installation maintains compliance with all the state, federal, and Army regulations.
Essential Knowledge, Skills, Abilities:
Knowledge of a wide range of principles, concepts, and methodologies related to understanding of the Clean Water Act.
Knowledge of laws, regulations, supplements, policies, etc.
in spills, water quality, underground storage tanks, above ground storage tanks, and application of same in performing the compliance mission.
Knowledge of the geographical location of units and activities of the installation to respond to calls regarding spills or other non -emergency requests for assistance regarding environmental issues.
Strong Public Administration Skills.
Strong written and verbal communication skills.
Ability to develop strategic plans.
Knowledge of DoD systems, procedures, policies, and processes.
Ability to be self-motivated and to complete tasks in a timely manner.
Preferred Experience & Education:
Prior experience working in environmental services.
Strong written verbal communication skills.
Scientific field work.
Ability to use Google suite of tools and Microsoft software.
Ability to develop a working relationship with the University of Alaska Fairbanks.
Demonstrated experience working in the DoD/U.
S.
Army.
Required Experience & Education:
Bachelor's of Science or Associates in Science with relevant previous work experience.
Ability to access military installations in Alaska.
Possession of a valid driver's license.
Demonstrated willingness to work outdoors year round in Alaska weather conditions.
Ability to get A/B UST Operator Training Salary Information:
This is a full-time, 12-month, exempt staff position complete with both a competitive salary and full employee benefits package.
New hires will be placed on the UA staff salary schedule, Grade 79, based on education and experience.
